years, more than 200,000 troops have been enlisted by various

provinces from Kwongsai. Since the disarmament, not a small

number of them have been left homeless and destitute on their

way because they were not provided with enough money to pay

for their passages back to Kwongsai from Shanghai or Hunan.

Prior to their enlistment as troops, surely they had no

property, and after their dismissal and return to their

country, they remain propertyless. Thus the disarmament has

led to a very serious question and we must consider the

situation carefully so that no danger to the general peace

may arise.

The Civil Administration.

On my return to Kwongsai, I examined the work of

the magistrates. The result was exceptionally bad, and only

one passed. The 15 next in order, who are young men and have

a comparatively good knowledge of the affairs of the Kuomin-

tang, were selected and sent to various districts to make

enquiries and train the magistrates there. I do not know

whether this disappointing result of the examination is due to the fact that no properly qualified men are available; or to the reluctance of such persons to present themselves for

examination.

As to education, the Kwongsai University has now

been established. Of the other schools, such as middle

schools, one-third have been re-opened before the 10th October. In England and America preliminary schools increase from time to time, and while middle schools can be reduced, preliminary ones should never be reduced.

Among the other aspects in which comparatively greater success has been achieved are communications public roads. Due reports on this have appeared in the

Press and no reiteration is necessary.
